Hazardous substance licence and permit

(a) Hazardous Substances (HS) Licence

    • Any person who wishes to import, use, storage and supply of hazardous substances controlled under the Environmental Protection And Management Act .
    • Any existing HS licence holder who wishes to renew, include/amend HS from his/her existing HS licence.
  • This application may take you about 20 minutes to 1½ hours to fill in.
  • You will need the following information to fill in the application :
    • The company’s Business Reg No. / UEN information
    • Particulars of applicant such as designation, academic qualification and email address
    • Employment pass, if the applicant is a foreigner
    • Clearance on use of industrial premises from Central Building Plan Department (NEA)
    • Types and maximum quantities of hazardous substances use/ store
    • Details of storage area/ facilities
    • Consent from the third-party owner of PCD approved chemical warehouse, if you intend to store hazardous substances at their premises
    • Details of emergency action plan to mitigate a spill/ release of hazardous substances etc.
  • We will process your application within 7 working days upon receipt of complete and accurate submission of all required documents

(b) Hazardous Substances (HS) Permit

(c) Hazardous Substances (HS) Transport Approval

  • This application may take you about 15 minutes to 1 hour to fill in.
  • You will need the following information to fill in the application :
    • Hazardous Substances Licence from PCD
    • Clearance from Singapore Civil Defence Force (SCDF) for the transportation of hazardous substances
    • Hazmat Transportation Drivers Permit from SCDF
    • Details of import/ export and local deliveries routes and also the maximum quantities transported per trip for all hazardous substances
    • Details of chemical containers in small and bulk packaging
    • Certification of bulk containers/ cylinders from approved third party inspection bodies etc.
  • We will process your application within 7 working days upon receipt of complete and accurate submission of all required documents
